State Authorization & Professional Licensure Information

State authorization is a longstanding requirement in the Higher Education Act that requires institutions to be authorized in the state where they are located as a condition for eligibility to receive Title IV Federal student financial aid.

Reauthorization of the Higher Education Act include regulations regarding the delivery of distance education to out-of-state residents. The United States Department of Education requires that institutions comply with any applicable state approval or licensure requirement in each state to which distance education instruction is delivered. Students have the right to file a complaint against an institution when these requirements are not followed or regarding the loss of tuition and fees as a result of unfair business practices.

The State Authorization Reciprocity Agreement (SARA) is a voluntary agreement that allows states and institutions to offer distance education in other participating states so long as the institution adheres to certain quality and consumer protection standards. St. Francis College is an approved SARA institution and participating member. For more information on SARA and online education disclosures, click here.
