Since 2014, Dr. Joseph E. Ryan has served as a Senior Adjunct Lecturer in Political Science at St. Francis College, where he has taught courses in American National Government, Metropolitan Government, Comparative Government, and International Relations. He earned three degrees at Georgetown University: B.S. in Foreign Service, M.A. in Government, and Ph.D. in Government. From 1989 to 1995, Dr. Ryan was a research scholar at Freedom House, where he led a team of writers that produced the annual Comparative Survey of Freedom in the World. He represented Freedom House at a human rights conference in Russia in 1990. He has served as the City of Bayonne’s Public Information Officer since 1996. He also headed up Bayonne’s efforts for a complete population count in Census 2000, 2010, and 2020. He serves as the staff person for the Bayonne Historic Preservation Commission. His wife is an Art teacher at a Catholic school in New Jersey. They are the parents of two adult sons.
